CLT is the first airport to leverage the Georgia State Contract to purchase Proterra electric buses. The state of Georgia underwent a testing and review process and selected Proterra as a statewide vendor for electric buses, and allows other states to leverage the state contract to simplify the process of purchasing electric buses.

Another three are on the West Coast and in Hawaii: Seattle (4), Portland (5), and Honolulu (6). Georgia has a tax credit worth up to $5,000 for zero-emissions vehicles. Honolulu, with 26 quick chargers, has one of densest charging grids in the US. Oregon has a Chief EV Officer to promote EV use.

The Georgia rebate was revoked in July 2015, and a Texas incentive was limited in its availability throughout the year. Eleven of the metropolitan areas in this study have four or more major utility actions in place: Holland, Bridgeport, Atlanta, Athens, Austin, Honolulu, Kahului, San Jose, Santa Cruz, San Francisco, and Eureka.
