API releases latest report on US and state fuel taxes

The American Petroleum Institute has released its January 2014 update report and maps on gasoline and diesel taxes for all 50 states in the US along with a national average; the information is updated quarterly. API’s chart reflects a weighted average for each state—i.e., any taxes which can vary across a state’s jurisdiction are averaged according to the population of the local areas subject to each particular tax rate.

The nationwide average tax on gasoline is $0.4972/gallon (49.72 cpg, cents per gallon), up .22 cpg from the October 2013 study. The federal tax on gasoline is 18.40 cpg. The average state gasoline excise tax is 20.88, down nearly .50 cpg from October 2013. Other taxes (such as applicable sales taxes, gross receipts taxes, oil inspection fees, county and local taxes, underground storage tank fees and other miscellaneous environmental fees) were 10.44 cpg, up .74 cpg from October. Adding these taxes and fees to the state excise taxes results in a volume-weighted average state and local tax of 31.32 cpg.

California has the highest gasoline taxes (state excise, other state tax, and federal excise) in the country, at 70.87 cpg, followed by New York (67.97 cpg) and Connecticut (67.70 cpg). Alaska has the lowest, at 30.80 cpg.

The nationwide average tax on motor diesel fuel is 55.41 cpg, up .41 cpg from the October 2013 study. The federal tax on diesel is 24.4 cpg. The average state diesel fuel excise tax was 18.98 cpg, down .52 cpg from the October 2013 study. Other state and local taxes average 12.03 cpg, up .93 cpg from the October 2013 study. These other taxes include applicable sales taxes, gross receipts taxes, oil inspection fees, county and local taxes, underground storage tank fees and other miscellaneous environmental fees. Adding these taxes and fees to the state excise taxes results in an average state and local tax of 31.01 cpg.

Connecticut has the highest diesel taxes, at 79.30 cpg, followed by Hawaii (76.87 cpg) and Pennsylvania (76.50 cpg). Alaska, again has the lowest, at 37.10 cpg.
