I recently read a brilliant book, Malcolm Gladwells, Revenge of the Tipping Point that alerted me to the fact that just five per cent of the passenger vehicles on the road produce more than half of all the pollution in the air. Pollution would drop by the same amount as the 10 per cent shift.
