The big takeaway: If you want a free charge station and are located in a program area (Austin, Los Angeles, New York, Orlando, Sacramento, San Jose/San Francisco Bay Area, Bellevue/Redmond, Washington DC, Southern Michigan), raise your hand now. Free Juice Bar explicitly sells charge stations to offer free power.

In the 1990s, batteries had far less capacity than they do today, and for the small community of EV users, the prospect of running out of juice and becoming stranded was very real.

A simple, clean, efficient EV that wont run out of juice because of its on-board gas generator. So is the management in Washinton DC. Hybrids are a proven winner, but a series-hybrid (range extended EV), such as the Volt takes things to a much higher level with existing and "mostly" affordable tech.
