In the end, 188 countries voted in favor of the motion, with Cuba, Bolivia, Sudan, and Venezuela voting against it. All agreements would be legally binding, and would be subject to independent verification. Weech secured consensus before mid-morning by calling a vote to “take note” of the accord, rather than approve it.
