Developing nations, China adds, should not be restrained in using economic development to raise their standards of living, even if greater emissions result. The cost of fully implementing the Kyoto Protocol (in terms of lost economic growth) has been estimated at roughly $180 billion a year. It’s simply not in their interest to do so.
