Legal Study on EU Legislation for Corporate Fleet Electrification

This study examines the legal feasibility of different options for legislative measures that could be put forward by the Commission in order to boost uptake of zero-emission vehicles in corporate fleets.

In particular, the following options were analyzed:

  • Revision of the Clean Vehicles Directive13 to expand its scope to private fleets, setting zeroemission vehicles quotas for companies owning fleets of 25 vehicles or more;
  • Separate legislative proposal (Directive or Regulation) setting zero-emission vehicles quotas for
    companies owning fleets of 25 vehicles or more;
  • Other types of EU level measures that could be appropriate to set zero-emission vehicles quotas
    for companies owning fleets of 25 vehicles
