The bill establishes within the Department of Energy a Natural Gas Vehicle and Infrastructure Development Program for the purpose of facilitating the use of natural gas in the United States as an alternative transportation fuel, in order to achieve the maximum feasible reduction in domestic oil use. The bill also provides funding to establish fueling infrastructure, and a loan program for domestic manufacturing.

BtL is produced through the gasification of renewable biomass and the subsequent conversion of the gasified biomass using the Fischer-Tropsch (F-T) synthesis process. To date, federal programs have resulted in incentives that do not necessarily promote or reward the best performing and most environmentally friendly fuels, according to the LCSFA. Advanced biofuel producers have formed the Low Carbon Synthetic Fuels Association (LCSFA).

A new report from MIT’s Joint Program on the Science and Policy of Global Change suggests that a tax on carbon emissions could help raise the money needed to reduce the US deficit, while improving the economy, lowering other taxes and reducing emissions. This revenue could be used to either cut other taxes or to avoid cuts in Federal programs. If the revenue is used to maintain social programs, lower-income households, not surprisingly, benefit.
