Total US sales of plug-in electric vehicles (PEVs)—battery electric and plug-in hybrid electric—have increased in recent years, but still represent only about 0.7% Several states offer tax incentives to reduce the upfront cost of PEVs to consumers. However, the incentive does not apply to the purchase of PHEVs.

announced that the 2012 Prius Plug-in has been approved for the State of California’s Clean Vehicle Rebate Program ( CVRP ). Designed to promote the use of Zero Emissions Vehicles (ZEV) and related clean vehicle technologies, the CVRP is a consumer incentive made available in addition to a $2,500 Federal Tax credit.

Connecticut Governor Dannel P. Malloy announced the Connecticut Hydrogen and Electric Automobile Purchase Rebate Program (CHEAPR). Under this new initiative, a cash rebate of up to $3,000 is now available for Connecticut residents, businesses, and municipalities who purchase or lease an eligible electric vehicle (EV).

Californians have purchased or leased more than 100,000 ZEVs. The other seven states—Connecticut, Maryland, Massachusetts, New York, Oregon, Rhode Island and Vermont—account for more than 135,000 vehicles. In October 2013, the 8 states signed a memorandum of understanding to take specific actions to put 3.3 million by 2025.

GM will introduce the Chevrolet Volt extended range electric vehicle with a starting MSRP of $41,000; after applying the Federal income tax credit of $7,500, the price drops to $33,500. Customer deliveries are scheduled to begin in launch markets late this year, with initial production of 10,000 units for the first year.
