Denmark did that with Wind Power and now most of their energy comes from wind rather than oil, natural gas, or coal. Blending the MPG of SUVs and small cars understates the real consumption and rewards automakers for building gas hogs and unsafe micro cars which makes people want to buy "safe" gas hogs. Many others are not so careful.
