All the participating jurisdictions are members of the Transportation and Climate Initiative (TCI), a regional collaboration of Northeast and Mid-Atlantic states and the District of Columbia that seeks to improve transportation, develop the clean energy economy, and reduce carbon emissions from the transportation sector.

This waiver is consistent with the Clean Air Act as it’s been used for the last 40 years and supports the prerogatives of the 13 states and the District of Columbia who have opted to follow California’s lead. The resulting new national standards will cover model years 2012-2016, and will require an average fuel economy standard of 35.5
