The governors of 8 states—California, Connecticut, Maryland, Massachusetts, New York, Oregon, Rhode Island and Vermont—have signed a memorandum of understanding ( MoU ) to take specific actions to put 3.3 This has not been easy. Over time, we have faced resistance in many quarters.as well as lawsuits.

In other words, the automakers still have to meet the fleet-based emissions requirements through their sales mix. In 1990, California adopted a zero-emission vehicle (ZEV) requirement, mandating that the seven largest automotive companies in California “make available for sale” an increasing number of vehicles with zero tailpipe emissions.
