Transport for London Issues Tender for Up To 1,300 Electric Or Low-Carbon Vehicles

Transport for London (TfL) has issued a £67-million (US$100-million), four-year international tender for up to 1,300 electric or ultra-low carbon vehicles.

TfL is seeking to award a framework agreement for the supply and maintenance of EC whole vehicle type-approved vehicles in fulfillment of this tender; the tender is divided into five separate lots, representing different vehicle types. The bulk of the purchase (70%) is anticipated to go to European Vehicle Category M1 (i.e., four-wheel light-duty vehicles), with maximum operating CO2 emissions of 75 g/km. The remaining 30% is expected to be divided among the other four lots.

The five vehicle lots are:

  1. European Vehicle Category L. Mopeds, Motorcycles, Motor Tricycles and Quadricycles with maximum operating CO2 emissions of 0 g/km.

  2. European Vehicle Category M1. Four-wheel vehicles for the carriage of passengers and comprising not more than eight seats in addition to the driver’s seat. Maximum operating CO2 emissions of 75 g/km.

  3. European Vehicle Category M2. Vehicles for the carriage of passengers, comprising more than eight seats in addition to the driver’s seat, and having a maximum mass not exceeding 5 tonnes. Maximum operating CO2 emissions are 125 g/km, mass normalized in accordance with the proposal in draft European Union Regulation Brussels, 28.10.2009 COM(2009) 593 final 2009/0173 (COD), which is : CO2 emission level = 125 + 0.093 × (Mass – 1706) where M = mass of the vehicle in kilograms (kg).

  4. European Vehicle Category N1. Vehicles for the carriage of goods and having a maximum mass not exceeding 3.5 tonnes. Maximum operating CO2 emissions of 125 g/km, mass normalized.

  5. European Vehicle Category N2. Vehicles for the carriage of goods and having a maximum mass exceeding 3.5 tonnes but not exceeding 12 tonnes. Maximum operating CO2 emissions of 0 g/km.

In May 2009, the Mayor of London published An Electric Vehicle Delivery Plan for London (EVDP) to stimulate the market for Electric Vehicles within the Greater London area (GLA). One target of this is 1,000 electric vehicles in the fleet of GLA functional bodies by 2015. In addition, other public bodies inside and outside the Greater London Area have similar requirements for up to 300 vehicles.
