Profiling purchases of clean vehicles in California by rebates; PHEVs surge

The non-profit California Center for Sustainable Energy (CCSE) offers interactive access to data and analyses of information culled from the state’s Clean Vehicle Rebate Project (CVRP), funded by the California Air Resources Board. As the CVRP project administrator, CCSE promotes the production and use of clean vehicles through rebates, marketing, outreach and education.

The on-line report on Clean Vehicle Rebate Project Statistics leverages the rebate program database to provide a wide spectrum of information about the adoption and use of clean vehicles in California. Not all clean vehicles sold in California will be captured in the CVRP database as not every clean vehicle owner applies for a CVRP rebate nor is every clean vehicle eligible for the CVRP rebate. As an example, the Chevy Volt was not eligible for the CVRP until February 2012. Approximately 2,300 Chevy Volts were sold in California before the Volt became eligible for the CVRP and, therefore, these vehicles are not reflected in the CVRP database.

Based on the latest rebate data, from March 2010 through November 2012, California buyers of all types (federal and state agencies, individuals, businesses, non-profits, etc.) account for 14,199 rebates, comprising rebates for battery-electric and fuel cell vehicles (ZEVs); plug-in hybrids (PHEVs); commercial ZEVs (CZEVs); zero emission motorcycles (ZEMs); and neighborhood electric vehicles (NEVs).

Of those, ZEVs account for 7,404 (52%) and PHEVs for 6,542 (46%). Private individuals and sole proprietors constitute the vast majority of the rebates (13,188 total, or 93%). For that group, ZEVs account for 6,713 rebates (51%) and PHEVs account for 6,351 (48%).

For all groups, PHEVs do not appear in the rebate data until February 2012; beginning in March, PHEVs represented the largest category for rebates each month.
