It is our belief that the bar could have been set higher and that the rewards for replacing an old vehicle with a truly green car would have been more fitting than simply replacing it with a vehicle that offers marginally better fuel economy.

If no one wants your car (because people think it sucks), then no one will buy it, regardless of how good the fuel economy may or may not be. GM is making strides increasing their cars fuel economy.
