A first wave occurred in the 1990s, followed by a spate of current schemes to stimulate domestic auto industries in the face of the economic crisis. These upgrades range from a fuel economy improvement of 5-9 miles per gallon (MPG) in the US CARS program to 120 g CO 2 e per km (roughly 46 MPG) minimum in Italy’s scrappage program.
