Brown Jr. today signed executive order B-18-18, directing all State entities to work with the private sector and all appropriate levels of government to put at least 5 million zero-emission vehicles (ZEVs) on California roads by 2030. The 2018 Environmental Performance Index (EPI) finds that air quality is the leading environmental threat to public health. The EPI uses three indicators to measure air quality: household solid fuel use; PM 2.5 average exposure, and PM 2.5 exceedance of WHO thresholds. Recent research cited by the EPI suggests that around five million people die prematurely every year due to air pollution, accounting for approximately one in every ten deaths annually.

In Europe, the JIVE 2 project (Second Joint Initiative for hydrogen Vehicles across Europe) launched this week. Coordinated by Element Energy , and supported by a €25-million (US$31.2-million) grant from the Fuel Cells and Hydrogen Joint Undertaking (FCH JU), the JIVE 2 project will deploy 152 fuel cell electric buses across 14 European cities throughout France, Germany, Iceland, Norway, Sweden, the Netherlands and the UK. Total project cost is put at €105,933,165 (US$132,251,144).

Scania, a member of the Volkswagen Group, and Northvolt, a 2016 startup building a European Gigafactory (planned 32 GWh annual capacity) for Li-ion batteries ( earlier post ), have agreed to develop and commercialize battery cell technology for heavy commercial vehicles. Scania is investing €10 million (US$12.5 million) in the partnership to enhance further development and support the establishment of Northvolt’s demonstration line and research facility.

Researchers have demonstrated how to create a super-strong aluminum alloy (nanotwinned Al-Fe) that rivals the strength of stainless steel, an advance with potential applications in the automotive and aerospace industries. Among those was a proposal for a binding EU-level target of a 12% share of energy from renewable sources in transport, by 2030. Currently, high-performance magnets used in electric motors are typically made using processes such as powder compaction (for sintered magnets) or injection moulding (for bonded magnets). One company will focus on precursors; the other will produce cathodes. Huayou Cobalt will own a 60% stake in the joint venture for precursors and POSCO the remaining 40%. POSCO will hold a 60% stake in the cathodes company, with Huayou Cobalt holding 40%.

A study conducted before and after the 2004 closure of a coal-burning power plant in Tongliang, China, found that children born before the closure had shorter telomeres than those conceived and born after the plant stopped polluting the air. Results appear in the journal Environment International. Telomeres are specialized sections of DNA that allow chromosomes to be copied faithfully during cell division.

Under a proposal submitted to the California Public Utilities Commission (CPUC) this week, San Diego-based SDG&E is seeking approval to build charging infrastructure to enable about 3,000 medium/heavy-duty vehicles to go electric. To clean up the air in areas suffering from the highest levels of tailpipe emissions, 40% of the installations will be targeted for vehicles and equipment that are based in or travel through disadvantaged communities.

GKN Driveline announced that its order book for electric driveline (eDrive) technologies hit a record £2 billion (US$2.8 billion) by the end of 2017 following a series of significant program wins with major global automakers. A new report by the UK-based Institution of Mechanical Engineers (IMechE) calls for urgent action to tackle the damage to health caused by air pollution. Health problems range from slowing the proper development of children’s lungs through to respiratory and cardiovascular diseases among the elderly.
