The original Plan, first released in 2008, was developed on the principle that a balanced mix of strategies is the best way to cut emissions and grow California’s economy in a clean and sustainable direction. EPA’s “Phase I” GHG standard will reduce new vehicle emissions by about 4–5% per year from 2014–2018.
