In September 2004 the California Air Resources Board (ARB) passed regulations to reduce greenhouse gases (GHG) from new passenger vehicles starting in 2009. These regulations were authorized by the 2002 legislation Assembly Bill 1493 (Pavley). California is preserving its right to establish more stringent standards in the future.

We Promote PHEV Conversion Programs: First CalCars in 2004, then a number of aftermarket companies, have converted over 200 cars — at first most were for fleets, but more and more are going to individual owners. The easiest conversions are for 2004-2008 Prius (not 2001-2003 Prius) and the Ford Escape/Mercury Mariner Hybrid.

The first technology demonstrator was the compact A2H2 in 2004, which was already equipped with a polymer electrolyte membrane fuel cell (PEM). Another project is underway in Hobbs (New Mexico, USA). The price should also drop because the proportion of costly components such as platinum in the fuel cell will decrease.
