EPA proposes approval of new ozone plans for the two of the worst Air Quality Zones in US: California’s San Joaquin Valley and South Coast

Green Car Congress

US EPA Region 9 8-hour ozone trends, 1979-2000. The US Environmental Protection Agency (EPA) is proposing to approve the 8-hour ozone air quality plans—which include their attainment demonstrations, enforceable commitments and reductions from new technologies—for California’s San Joaquin Valley (SJV) and South Coast (SC) areas, two of the worst air quality areas left in the country. Children and the elderly are most impacted by ozone pollution.

However, 100 million people live in areas of nonattainment for ozone and particulate matter (PM), and according to EPA estimates, heavy-duty vehicles will continue to be one of the largest contributors to NO x emissions—a precursor of ozone and PM formation—from the transportation sector in 2025. EPA last revised NO x standards for on-highway heavy-duty trucks and engines in January 2001.

The CTI will include a future rulemaking that will update the existing NO x standard which was last set in 2001 while also streamlining compliance and certification requirements. EPA expects that any update to the standards will result in significant mobile source NO x reductions, which will aid communities across the country in the attainment of ozone and particulate matter standards. EPA last revised NO x standards for on-highway heavy-duty trucks and engines in January 2001.

Senate bill would enable sales of E15 and higher ethanol blends year round; RVP waiver

Green Car Congress

Each year, the Environmental Protection Agency (EPA) regulates RVP for gasoline and gasoline-ethanol blended during the summer ozone season from 1 June until 15 September. The purpose of the regulation is to reduce evaporative emissions of volatile organic compounds (VOC) that contribute to ground-level ozone. In June 2011, EPA approved blends of 15 vol % ethanol in gasoline for use in model year 2001 and newer passenger cars, light-trucks and medium-duty vehicles.

These were shown to be ozone-depleting, however, and were targeted for phasing out under the 1987 Montreal Protocol. China fully embraced HFC-134a in 2001 when it implemented its obligations under the 1987 Montreal Protocol. However, HFC-134a, while having zero ozone-depletion potential, has a very high global warming potential—more than 1,500 times as much warming as an equivalent amount of CO 2.

The settlement addresses the company’s noncompliance with a 2001 consent decree and Clean Air Act regulations requiring strict controls on benzene and benzene-containing wastes generated during petroleum refining operations. The settlement requires that BP address violations of Clean Air Act requirements limiting emissions of stratospheric ozone-depleting hydrochlorofluorocarbons (HCFCs) from leaking cooling appliances. Study Highlights the Importance of Considering Climate Effects of Non-CO2 Emissions from Transport in Mitigation Strategies and Policies

Green Car Congress

The on-road transportation (ORT) and power generation (PG) sectors are major contributors to CO 2 emissions and a host of short-lived radiatively-active air pollutants, including tropospheric ozone and fine aerosol particles, that exert complex influences on global climate.
