When looking at the combined sales of all alternative powertrain vehicles — fuel cell EVs (FCEVs), BEVs, PHEVs, and regular hybrids — four states and districts surpassed 20%: California (24.7%), District of Columbia (23.4%), Washington (21.9%), and Oregon (20.4%). And 35 states or 68.9% of states were below 3%.
