I had surmised this in my 2002 car design thesis [link] even before anyone was talking about plug in series hybrids. So is the management in Washinton DC. Hybrids are a proven winner, but a series-hybrid (range extended EV), such as the Volt takes things to a much higher level with existing and "mostly" affordable tech.
